If you saw this from a western country, it would be a young person, and you'd think that this person was severely mentally ill and doing this for attention, which they would get endless amounts for.
But in this case its probably some eastern european country, the victim was neglected to death because no one cared, and its just considered a slightly somewhat bad case of the rash.
Sorry to go on a tangent, it just reminds me of how spoiled and fucked up we are.
